Europe’s flagship transport initiative, the Trans-European Transport Network (TEN-T), is facing growing uncertainty. A special report by the European Court of Auditors concludes that the high-speed rail component of TEN-T is unlikely to be completed by the 2030 target date. Rising construction costs and insufficient additional funding are cited as the main reasons, according to dpa.
TEN-T is designed to serve as the backbone of the EU’s integrated transport system, enabling faster cross-border mobility, reducing emissions, and strengthening Europe’s economic resilience. In reality, however, several large-scale infrastructure projects are struggling with delays and massive budget overruns.
Among the most critical bottlenecks are the Fehmarnbelt Tunnel, linking Germany and Denmark, and the Brenner Base Tunnel in the Alps. The Brenner tunnel, stretching over 60 km, is one of Europe’s most ambitious engineering undertakings. Its opening is now expected in 2032 at best - a stark contrast to the original 2016 launch plan.
Overall, auditors identified eight major choke points across the future TEN-T network. Construction progress at these locations is significantly slower than anticipated, while costs continue to escalate. Notably, only one part of the network is ahead of schedule - the A1 motorway project. However, this segment relates to the broader TEN-T transport corridor rather than the high-speed rail system itself.
Cost overruns are particularly striking in the Rail Baltica project, where funding requirements have increased by 291% compared to initial estimates. The Lyon–Turin section requires an additional 127% in funding, while the Brenner Base Tunnel has become 40% more expensive. The Fehmarnbelt project has seen costs rise by 52%, with completion repeatedly postponed - now projected for 2031.
